Right, the reporting on this and what the 'agreement' actually means is crap and entirely ambiguous in true NZ journalistic style... but what I believe it means is that the ISPs and the RIAA have to come to an agreement... and apparently they're really close to reaching one.
5000 internet dollars says the law goes ahead (and in doing so confirms the tardiness of the blackout).
